Can I just say that this solution is the one that works. If you go to Webcam Properties in Skype, that is not actually a Skype settings page, but the master properties for your webcam. I changed the settings in there and they scan through to all other software I use my webcam with I actually had Zoom open with the webcam displaying through that whilst editing, and the results happen live.

If you don't want to install Skype, then apparently you can do it via install ffmpeg as well, as shown here, but it's exactly the same screen and functionality either way I saw these instructions, then recognised the screen from this post. Did you find a solution? I wish Dell would fix this, rather then us having to purchase separate hardware. I am having a similar issue with the work-issued Dell laptop. It's clearly a camera driver or settings software bug. The webcam lighting sensor keeps adjusting the video brightness every few seconds, up and down the scale [from too dark to overexposed], while the light in my room is not changing at all. It's really annoying to me and others. I don't think it's the option that you mentioned since that one sounds like something for your display like night time colors, not for the camera.

I'm also having this issue. I just bought my laptop Inspiron 2-in-1 about a month ago and I noticed it when I bought a selfie ring light. I teach virtual Zumba classes, so the lighting for my students is very important so they can see my moves and cueing. But I noticed that whenever I moved, the camera would automatically change the lighting. There aren't any options for the camera or in the power settings to turn it off. I am working with Dell support but no progress so far.

They are asking me to update drivers, a generic move. I installed the Support Assist software and it ran tests identifying some but not related to the camera.
